The Directive on Packaging & Packaging Waste in Europe, partly inspired by Germany's
famous "Green Dot" package recycling law, has helped cause an avalanche of "take-back" legislation in 25
European countries, and at least eight more in Asia. Many Latin American countries are trying to follow suit soon.
In Europe, each country must meet a package recycling target. They must recycle 25% - 45%
of all packaging, and no material can be recycled at less than 15%. Despite a European
"Directive," each country is doing its own thing. Manufacturers must now pay fees to different collection
organizations in about 24 countries -- each with their own set of rules and forms!
Recycling Laws International estimates the new patchwork is costing manufacturers
about $15 billion per year in Europe alone.
What's more, the EU just enacted the two electronics waste directives. Each member state will have to implement by 2005.

- TAIWAN has revamped its entire recycling law to require fees on all kinds of
packaging and take-back for appliances and electronics -- plus new restrictions on
plastics disposables, including a controversial ban on plastic bags.
- JAPAN has amended its recycling laws, clamping down on batteries takeback, requiring recovery of appliances and PC's
-- but also placing design requirements on a wide range of electronics as well.
- CHINA is trying to clamp down on various electronics imports since the Basel Action Network Expose,
but it also has a new electronics and packaging takeback regulation.
- KOREA has a patchwork of fees and deposits, limits the number of layers of packaging --
a new regulation requires takeback of electronics as well.
