Purchasing Preferences for Recycled Products: Primer & Guide to Laws 1998

It’s been seven years since President Clinton issued the Executive Order on recycling -- all federal agencies are supposed to use recycled copy paper exclusively -- and “Recycled Material Advisory Notices” have been issued by EPA for a host of products.

But it wasn’t until March 1998 that the General Services Administration stopped selling virgin copy paper. Are federally-funded agencies really using recycled products? Which states and cities are aggressively buying? Have their programs influenced corporate buying? What are the secrets to successful programs and policies?

This 1998 report asks the tough questions -- and provides concrete analysis. All 50 states have policies or laws on recycled purchasing -- 33 have a price preference and 23 have set-asides.
